i feel like it depends on their ability and training. whoever is trained more efficiently will most likely win the race. i feel like it has nothing to do with gender but rather their personal ability level

If you are asking if a woman could be a man in a decathlon, then no.
If you are asking if an elite woman could beat a man in some of the events, then yes.
However, you are not going to find any cases of elite women beating elite men in any events.
If you took the best woman in the 100, then she might beat a non elite man in the 100, but not an elite man.
If you mean could the best woman in the 100 beat the dec men, then that would be a close race, but she could not score any points in the other events, especially the throws.
It is true that the best dec men are not really elite if compared to the individual elite men, there are just very good in all 10 events.
There is no cause for offense to your question, if you look at the list of performances, and the world records you will see that elite women are not equal to elite men in any event.

Could the best woman athlete beat a lower ranking man? Sure, they could. It's almost impossible, though, especially considering that women don't compete in decathlon. Those who make it to the Olympics have already met qualifying standards, and it's VERY unlikely that any woman could meet those standards to even GET to the Olympics.
