The basics of pole vaulting is gripping the pole right, using a 10 or 12 stride approach, running and carrying the pole, the pole transfer, the takeoff, the flight phase, the hang and push press, the swing and extension,& then the turn and clearance.

I was a pole vaulter and never competed in the decathlon. But I considered it at one time, and this is a good question. I did a little research and found DECA (Decathlon Association) rules. (See below for links.) There, I found the line that reads, "In the high jump and pole vault the games committee (not the athletes!) will set the starting height .. ..", meaning that the opening heights are chosen by the meet director and what ever committee he puts together to run the meets.
I wouldn't expect the Olympics to start at 7' and conversely wouldn't expect a high school decathlon to start at 10'. But to give you an example, the USA Outdoor Championships were held this past weekend in Des Moines, IA. Starting height in the pole vault was 3m, or roughly 9'10". In the NCAA Division I meet held in Eugene, Oregon, starting height was 3.3m, or roughly 10'10". The Division II meet (Charlotte, NC) started at 3.05m (10').
So, if you're serious about the decathlon, be prepared to jump 10' consistently if you want to score points.
