No, combined event results do not factor into open events.
The times in any round do not go forward to the finals, so someone could set a world record in the prelims and not win the finals.
The athletes must be competing against one another.
To my knowledge no decathlete has had a better result than the winner of the same event in the open competition at the Olympics.

Good question. The answer is no.
Here's why. Take the Olympic 100m sprint (not the decathlon event). To win the gold, the winner has to get through two or three levels of qualifying rounds. Part of the event for the gold medal winner is to qualify without exhausting yourself in the preliminary rounds.
By contrast, the decathlon competitors just run the 100m once. It's easier for them because they don't have to pace themselves through multiple rounds. Yeah, it's also harder because they've got the other nine events, but y'know, you win some and you lose some.
However, if somehow a decathlete breaks the world record in a single event, the time/height/distance will be recognized (provided it wasn't wind-aided). So it's conceivable to set the world record at the Olympics and not win the gold medal.
I think something like this almost happened once. Jackie Joyner-Kersee was a world champion heptathlete and elite long jumper. I seem to remember Jackie Joyner-Kersee competing in the heptathlon and uncorked a bodacious long jump, maybe the 3rd longest ever by a woman. It wasn't a shock that Joyner-Kersee did that, but the context was very surprising.
